Quin Rescigno - President

Quin Rescigno is a 30-year veteran of the wireless and IT based technology markets. He started his career working for TESSCO Technologies serving in multiple senior level management positions in sales and marketing including Director of Government Sales. He has extensive experience in Capture Management of federal and state government projects.

in 2000, he started Rapid Broadband Technologies – a telecom integration company specializing in building infrastructure for large wireless carriers and government agencies. RBT’s customers included some of the largest carriers in the country including AT&T, Sprint, T-Mobile and Verizon. Government customers included agencies such as Department of Defense, Department of Interior and Department of Commerce.

After selling Rapid Broadband, Quin founded RX3 Communications in 2009.

In 2016, he oversaw the company’s transition into a federal HUBZone business with the goal of hiring top underutilized talent from federally recognized HUBZones.

Spence Wharton - Vice President Federal Sales

With over 20 years’ experience in selling technology upgrades for new home developments on both coasts, Spence Wharton has in depth knowledge of the industry trends and how to work with a variety of carriers.

He transitioned into telecom networks and infrastructure in 2013, helping government agencies procure telecom services that were difficult to obtain. His focus began by forming partnerships with B-Top grant providers, local exchange carriers, and the major carriers to offer solutions to the challenges of the rural networks.

One of Spence’s focuses is locating strategic providers which complement the company’s business model and developing partnerships with them.

Linda O’Connell - Controller / CFO

Ms. O’Connell joined the Company in 2019 as its Controller / Chief Financial Officer. She has over a 30 year career as a finance professional starting with the Social Security Administration where she was in Budget and Finance department for the Office of Management and Budget. She then became the Director of Budget, Finance and Logistics for the Western Region of Sears Holdings where she worked with Senior Management on reshaping the Company for over 15 years. She then moved on to Sherwin Williams where she was the director of Administrative Finance for the Company before joining RX3 Communications. She holds a Bachelor of Science degree with specialization in Marketing and International Finance from the University of Deleware

Steve Johnson - Director of Field Project Management

Mr. Johnson joined RX3 Communications in 2018 as its director of Field Project Management. He has over 30 years of Wireless, Fiber and Construction Management experience. Previously he has worked for large telecom carriers including Verizon, Sprint PCS, Metro PCS and Cricket Wireless completing many wireless construction projects throughout the western United States. He has held a general contractors B License in the State of California since 1993. Mr. Johnson also holds OSHA 30 certification and project management certifications.

Jodi Quartz - Vice President of Administration

Ms. Quartz joined RX3 Communications in 2015. Her team is responsible for all aspects of administration for the Company including ISO Certification documentation, Human Resources, and all Project Administration.
As an expert in Procore and other project management platforms, Jodi’s ability to manage multiple projects and combine Safety, Quality, and Document Control has been a key for the Company’s growth.
Prior to RX3, Jodi worked in the Federal Court System for eight years devising administrative process and systems to improve efficiencies within the Court System.

Tina Detlefsen – Director of Telecom Project Management

Ms. Detlefsen joined the Company in 2016 to be its director of Telecom Project Management. She comes from a very diverse background of telecom project management positions with Telecom Carriers such as SureWest Communication, MCI and AT&T. Her team has managed over 200 different telecommunication installs for DISA arm of the Federal Government. She hold certifications in multiple project management disciplines including project leadership and project development.

Joseph Soriano - C.T.O / Director of Engineering

Mr. Soriano joined RX3 in 2020 tasked to manage and design RX3 system network infrastructure as well as for the Federal and local government agencies specifically for DoD facilities.

Managing system and network infrastructures and delivering robust and secure multi-tiered networks. Able to identify, recommend, and optimize the systems to ensure efficient use and workflow. Extensive knowledge in a multitude of industry specific standards. EHR certified and CompITA-Healthcare certified. CCIE, Network+, MCSE, CEHand JNCIE-SEC certified. Network security and compliance orientated. Knowledgeable in CDN & SDN deliverability. Experience in providing NIST and ISO compliance for Federal and local agencies.

Previously worked with Blockchains, Planate Management, UCLA and Proper Hotel Group back in Los Angeles.
