Quin Rescigno
President

Quin Rescigno is a 25 year veteran of the wireless business. He served in several Senior Management positions in Sales and Marketing for TESSCO Technologies including Director of Government End User Sales and Director of Western Region sales.

In 2000, He started Rapid Broadband Technologies Inc. a wireless integration company that specialized in building infrastructure for the large wireless carriers. RBT's customers included some of the largest wireless Carriers including, Sprint, AT&T, T-mobile, as well as Government integrators including General Dynamics, Bechtel, Boeing, Fluor, and Concert Technologies.

In 2008, he formed RX3 Communications to assist clients who wanted to diversify their client bases into different segments of the Government Market including the Department of Defense, Homeland Security, and other state and local governments. He serves on several local boards within the Reno Sparks Community and is very active in youth sports in the area.

Bruce Belton
Director of Technology Services

Bruce Started his wireless career while at Novel Networks where he lead Novel's efforts to support wireless technologies through partnerships with wireless developers. After Novel, he went to Northern Telecom and then to PacTel Meridian (a joint venture of NT and Pacific Bell) where he worked on a wide range of data networking projects. After PacTel Meridian, he was a Systems Engineer for Proxim wireless, the Managing Consultant in charge of wireless communications for the Sales and Transition Team of SHL Systemhouse, Senior Wireless Network Design Engineer for Allon Communications, then Senior Systems Engineer for Proxim Wireless.

He has traveled the world engineering and installing wireless systems from Hawaii to Afghanistan, from the North Slope of Alaska to the Caribbean. His successes have included the engineering of two, over-water wireless networks on Puget Sound: one for Washington State Ferries and one for the British Columbia Ferry Service. He has installed a wireless security system for The US Army's Fort Bragg facility, Gigabit data links in downtown San Francisco, Chicago and L.A. and a base wide communications network for the International Security Assistance Force at Kandahar Airfield. Along the way, he has installed, trouble shot and repaired countless wireless installations including municipal wireless mesh networks, long range point to point links, short range, high speed links and even wireless access for the trading floors of the Chicago Board of Options, the Chicago Mercantile and the Philadelphia Exchange.

Linda O'Connell
Chief Strategist and CFO

Linda serves as the Company's CFO and strategic planning head. Her background consists of 30 years of financial management including 17 with the Federal Government. Her knowledge of how Federal, State and Local governments manage the Procurement process assists RX3 Communications clients with wading through the paperwork that sometimes can bog down the sales cycle.

She joined the company in 2009 after a successful career with the Social Security Administration and Dept of Homeland Security in the office of Management and Budget. She worked directly for the White House Staff on procurement issues for the OMB.

Jeff Clark
Director of Business Development

Jeff brings a decade of Business Development and Sales experience including successfully starting, growing and selling three businesses for a profit in the last 12 years. Jeff has a strong background in software, marketing and sales. Jeff holds a B.S. in Marketing Management from Thomas College as well as an advanced degree from Palmer College.
